I headto Diamond City and he couldnt trigger the quest. When I try to talk with the specific NPC he is just using normal dialog lines but it wont trigger any quest.
If this happens, Ronnie Shaw never shows up, will never accompany you into the lower levels of the fort, and you'll never get the artillery plans. Sometimes when I finish a quest and I want to start a new one its not working. Most people (from what I have read) have problems when attempting to attach power to and activating the radio tower after the Fort's liberation, hence the quest becomes locked with that jerk Minuteman standing around repeating the same line over and over "Once I get the power up and running" etc etc. Okay so I just completed this fix after a few attempts.
